Yes, you can freely use the Disc Golf Network app anywhere in the world.

However, you may not purchase goods or software services from DGN if you are (a) located in a country that is subject to a U.S. government embargo or has been designated by the U.S. government as a terrorist-supporting country; or (b) listed on any U.S. government list of restricted parties.
